Biography

Rachel Smith is a policy analyst for the Bipartisan Policy Center’s Energy Program. She provides analytical support for BPC’s federal policy efforts on deep decarbonization, clean energy standards, and natural climate solutions. Rachel began her professional career as an environmental engineering consultant serving both public and private sector clients before pursuing a master’s degree abroad. During her master’s program, she researched and co-authored a paper on climate change adaptation policies at the Basque Centre for Climate Change in Bilbao, Spain. She also analyzed nature-based solutions to societal challenges as part of her master’s thesis at the Helmholtz Centre for Environmental Research in Germany.

Rachel has a Master of Science degree in Global Change: Ecosystem Science and Policy from a dual degree program between the University College Dublin, Ireland, and the Justus Liebig University, Germany. She holds a bachelor’s degree in Civil Engineering from Bucknell University.
